The city of Chico will be enforcing special regulations over this holiday weekend in the interest of public safety.
Halloween weekend is expected to be busier than usual. Chico Police will take a proactive approach from Friday at 6:00 p.m. until Wednesday at 6:00 a.m., according to a press release.
Coverage will focus on the downtown and south campus area with emphasis on the 5th and Ivy Streets corridor and possible street closures at West 4th, 5th and 6th Streets between Hazel and Cherry Streets. DUI checkpoints will be in place in these areas of Downtown Chico.
Persons arrested for public intoxication will be prosecuted. Those in possession of glass bottles or open containers of alcohol, and minors found drinking will be cited or arrested, according to Chico Police Department.
Campus residence halls will strictly enforce a no-guest policy until Wednesday Nov. 1 at 8 a.m.

There clearly is a crime wave going on at Chico State this year and in adjacent neighborhoods. We’ve seen shootings, muggings, assaults, burglaries. The Campus Police Department is under-performing – they are not doing their job. The Orion is doing a nice job reporting the crimes, but the paper is failing to put the crime spree into context. Why is it happening? Who is in charge of campus safety? In fact, the university has a “temp” as police chief now, a PD chief with little crime fighting experience (he comes from tiny CSU Channel Islands). Can CSU President Gayle Hutchinson – who is ultimately in charge of the Chico PD – keep students, faculty, and staff safe? I am beginning to wonder. Hutchinson fired Chief Feeny – a veteran Police Officer manager from a big city police department – over the summer (San Francisco). In hindsight that move looks pretty dumb now with all this violent big city crime you are seeing now. Feeny was replaced by this door shaker from Channel Islands, who – by the way, isn’t even applying for the vacant PD Chief job Is it smart to have an interim PD Chief? Why wasn’t the job filled immediately after Chief Feeny was let go? These are the tough hard questions the Orion ought to be asking but as I understand the editors will not write a story that makes Gayle Hutchinson look bad. Orion editors, please do your job – stop covering up for Hutchinson’s failure to keep students, faculty, and staff safe.
